Since this type of case more or less affected the political, bureaucratic, and financial circles, it is now a general term for cases involving vested interests that have become politicized. A characteristic of saga cases is that they are widely covered by society as political issues, and in exchange for loud criticism by the press, they are rarely prosecuted as criminal cases. In the early Meiji period, there were cases where the clan-based government and political businessmen were directly connected over the provision of special privileges, such as the Yamashiroya Incident, in which Yamagata Aritomo is said to have been involved, and many of these cases did not come to light. …

From the Shipbuilding Scandal

...The charges were related to bribery between the shipping and shipbuilding industries and the political and government circles in relation to the selection of eligible shipowners for the planned shipbuilding of fiscal 1953 (37 ships, 44.5 billion yen, of which 26.68 billion yen was financed), and the establishment of the Law on Interest Subsidies for Loans for Oceangoing Shipbuilding and Loss Compensation in the same year. This incident triggered the prosecution to reach the political world, and in February the House of Representatives granted a time-limited request for permission to arrest Jiro Arita (Deputy Secretary-General of the Liberal Party) for bribery, and four members of both the House of Representatives and the House of Councillors were arrested. Eight shipping companies, including Iino Kaiun, Hitachi Zosen, Shin Nippon Kaiun, Nakano Kisen, and Tozai Kaiun, were successively raided, and in April the executives of the Japanese Shipowners' Association and the Japan Shipbuilding Industry Association, as well as the accounting officer of the Liberal Party headquarters, were arrested. ...
