...Forcing someone to work against their will by depriving them of their mental or physical freedom through the use of force or threats. Article 18 of the Japanese Constitution stipulates that "No person shall be held in bondage of any kind. Nor shall any person be compelled to perform forced labor against his or her will, except as punishment for a crime." The Labor Standards Act also prohibits forcing a worker to work against his or her will. Internationally, the ILO adopted Convention No. 29 (Forced Labor Convention) in 1930 to prohibit forced labor of residents in colonies and mandated territories, and Japan ratified it in 1932.

…強制力行使や，脅迫手段の誇示など，精神や肉体の自由を奪ったうえで，自由意思に反する労働提供を強要すること。日本国憲法は18条において，〈何人も，いかなる奴隷的拘束も受けない。又，犯罪に因る処罰の場合を除いては，その意に反する苦役に服させられない〉と規定しており，労働基準法においても労働者の意に反して働かせることを禁じている。国際的にみても，植民地･委任統治地域における住民への強制労働を禁止する目的で，1930年，ILOは29号条約〈強制労働に関する条約〉を採択しており，日本も32年に批准している。…
