Japan rejoined the ILO (International Labor Organization) in 1951, but there were problems such as the denial of the right to strike in the public enterprises labor relations law, restrictions on collective bargaining, and the establishment of public enterprises labor committees, and the ratification of ILO Convention No. 87 became a contentious issue in the Diet. After an ILO investigative mission led by Dryer visited Japan in 1965, Japan ratified the treaty in the same year, and related domestic laws were revised.
