Japan Coast Guard - Japan Coast Guard

Based on the Japan Coast Guard Law (Law No. 28 of 1948), the Japan Coast Guard was established as an external bureau of the Ministry of Transport (currently the Ministry of Land, Infrastructure, Transport and Tourism) to protect human life and property at sea, and to prevent, investigate and suppress violations of the law. It is headed by the Commissioner General of the Japan Coast Guard. It is responsible for enforcing laws and regulations at sea, rescue at sea, preventing marine pollution, preventing and suppressing crimes at sea, investigating and arresting criminals, regulating ship traffic, matters related to waterways and navigational aids, and other matters related to ensuring safety at sea. The Japan Coast Guard officers, who are employees, are in charge of these matters under the orders of their superiors, and are assisted by assistant coast guard officers. Personnel management of employees is governed by the National Public Service Law. The entire country and coastal waters are divided into coast guard districts, and each district has a regional coast guard headquarters that is responsible for the affairs of its jurisdiction. The Minister of Land, Infrastructure, Transport and Tourism may establish coast guard headquarters and other offices to allocate part of the administrative duties of the Regional Coast Guard Headquarters.

海上保安庁法(昭和23年法律28号)に基づき、海上において、人命・財産を保護し、法律の違反を予防・捜査・鎮圧するために、運輸省(現国土交通省)の外局として設置された。長として海上保安庁長官が置かれる。法令の海上における励行、海難救助、海洋汚染の防止、海上における犯罪の予防・鎮圧、犯人の捜査・逮捕、船舶交通に関する規制、水路・航路標識に関する事務、その他海上の安全の確保に関する事務などをつかさどる。職員たる海上保安官は上官の命を受けてこれらの事務をつかさどり、海上保安官補がこれを助ける。職員の人事管理は、国家公務員法の定めるところによる。全国および沿岸水域は海上保安管区に分けられ、それぞれ管区海上保安本部が置かれ所掌事務を分掌する。国土交通大臣は、管区海上保安本部の事務の一部を分掌させるため、海上保安監部その他の事務所を置くことができる。
