(1) It was founded in the winter of 1892 by Yusaku Sato, Kazuichi Daido, and Iwataro Ueno, all members of the Constitutional Liberal Party, and Yuzaburo Sakai and Ryutaro Kojima, disciples of Chomin Nakae. However, Ueno's editorial "The New Territory of Liberalism," which advocated the solution of social problems, angered Taisuke Itagaki, and the group naturally disintegrated. (2) It was founded on April 3, 1897, with 200 members amid the rise of the labor movement and the allied strikes following the Sino-Japanese War. The executives were Tahachiro Nakamura, Tokichi Tarui, and Gendou Nishimura. It held executive meetings once a week and regular meetings once a month, and adopted slogans such as universal suffrage, nationalization of land, and national treasury funding of education costs. However, as it was made up of members with a diverse range of ideologies, it was not very active, and Nakamura was imprisoned for his involvement in an election issue, so it disintegrated after just over a year. (1)1892年冬,立憲自由党員の佐藤勇作,大道和一,上野岩太郎と,中江兆民門下の酒井雄三郎,小島竜太郎によって結成された。しかし,上野の論説〈自由主義の新領地〉が社会問題の解決を主張し,板垣退助の怒りを買ったために自然消滅した。(2)1897年4月3日,日清戦争後の同盟罷工,労働運動の勃興のなかで,200名を集めて結成された。幹事は中村太八郎,樽井藤吉,西村玄道。週1回役員会,月1回例会を開き,普通選挙,土地国有,教育費国庫負担などをスローガンとしたが,雑多な思想の持主の集りのためふるわず,中村が選挙問題に連座して入獄したこともあり,1年余で消滅した。
