Social worker/care worker - Shakai fukushi shikai go fukushishi
This system is based on the "Social Workers and Care Workers Act" enacted in 1987. This act was enacted to improve the quality of welfare services in anticipation of the expansion of private sector participation in welfare services, in addition to securing the number of social welfare workers, including care workers, which is expected to increase due to the aging of society, etc. Both social workers and care workers are qualification systems that are monopolized by name, not by occupation. A social worker is "a person who, using his/her professional knowledge and skills, provides consultations on welfare for people who have physical or mental disabilities or who have difficulty living their daily lives due to environmental reasons, and gives advice, guidance and other assistance," and a care worker is "a person who, using his/her professional knowledge and skills, provides bathing, toileting, eating and other care for people who have difficulty living their daily lives due to physical or mental disabilities, and gives guidance on care to such people and their caregivers."

1987年制定の〈社会福祉士及び介護福祉士法〉にもとづく制度。この法律は高齢化の進展等によって増大が予想される介護を含む社会福祉従事者の量的確保に加えて,民間事業者による福祉サービスへの参入が拡がることを見込んで,福祉サービスの質の向上を図るために制定された。社会福祉士・介護福祉士とも業務独占ではなく名称独占の資格制度である。社会福祉士とは〈専門的知識及び技術をもって,身体上若しくは精神上の障害があること又は環境上の理由により日常生活を営むのに支障がある者の福祉に関する相談に応じ,助言,指導その他の援助を行うことを業とする者〉,また介護福祉士は〈専門的知識及び技術をもって,身体上又は精神上の障害があることにより日常生活を営むのに支障がある者につき入浴,排せつ,食事その他の介護を行い,並びにその者及びその介護者に対して介護に関する指導を行うことを業とする者〉とされている。
