Legal scholar. Born on January 10, 1891 in Morioka, Iwate Prefecture. After graduating from the Faculty of Law, Tokyo Imperial University, he served as an assistant judicial officer and reserve prosecutor, and in 1919 (Taisho 8) became an associate professor at the same university, and in 1923 became a professor, lecturing on criminal law and criminal procedure law. In 1946 (Showa 21) after the Second World War, he was banned from public office due to his nationalistic wartime actions and statements, and continued to work as a lawyer (affiliated with the Tokyo First Bar Association) until his ban was lifted in 1952. From 1956 to 1980, he served as special advisor to the Ministry of Justice and chairman of the Preparatory Committee for the Revision of the Criminal Code, and played an important role in formulating the draft for a complete revision of the Criminal Code (Preparatory Draft for the Revision of the Criminal Code, Draft of the Revised Criminal Code). As a representative criminal law scholar of the old school (classical school), Ono fully developed theories of criminal law and criminal procedure based on the German-style theory of elements of crime, and in the field of criminal law, he had a major influence on subsequent Japanese criminal law theories, such as the theory of elements of crime as a type of illegal liability and the theory of moral responsibility. He also had a deep knowledge of Buddhism, including Shinran, and his work influenced his legal philosophy and criminal law theory. His representative works include "Theory of Criminal Elements," "Criminal Procedure Law," "Lectures on the New Revised Criminal Law: General Theory," "Lectures on the New Revised Criminal Law: Specific Theory," "Criminal Law and Legal Philosophy," "Lectures on the Tannisho," and "Aware Development of Japanese Legal Principles." In 1958, he became Professor Emeritus at the University of Tokyo, and in 1972, he was awarded the Order of Culture.

法学者。明治24年1月10日岩手県盛岡市に生まれる。東京帝国大学法科大学卒業後、司法官補、予備検事等を務め、1919年(大正8)同大学助教授、1923年に教授となり、刑法および刑事訴訟法を講じた。第二次世界大戦後の1946年(昭和21)、戦時中の国家主義的な言動により公職追放となり、これが解除される1952年まで弁護士(東京第一弁護士会所属)を務めていた。その後、1956年から1980年まで法務省特別顧問として刑法改正準備会会長を務め、刑法全面改正案(刑法改正準備草案、改正刑法草案)策定のなかで重要な役割を果たした。小野は旧派(古典学派)を代表する刑法学者として、ドイツ流の構成要件論を中核とする刑法・刑事訴訟法の理論を全面的に展開し、刑法の領域では、違法責任類型としての構成要件論、道義的責任論など、その後の日本の刑法理論に大きな影響を与えた。また、親鸞(しんらん)など仏教に対する造詣(ぞうけい)が深く、その法哲学や刑法理論に影響がみられる。代表的著作として、『犯罪構成要件の理論』、『刑事訴訟法』『新訂刑法講義総論』、『新訂刑法講義各論』、『刑法と法哲学』、『歎異抄講話』、『日本法理の自覚的展開』などがある。1958年東京大学名誉教授、1972年文化勲章受章。
