Since it is not an order to hire a certain number of minorities or women, it is not strictly a quota, but there is growing criticism from white men that affirmative action is reverse discrimination. The system has a strong meaning of compensation for past discrimination against blacks who were forced into slavery, and some have criticized it from the beginning as violating the Civil Rights Act, which prohibits discrimination.
