The Welland Canal, which bypassed Niagara Falls between Lake Erie and Lake Ontario, was opened in 1829, providing a direct route from the Atlantic Ocean to the continental interior. (After several improvements, the current canal is 43 km long and has eight locks that allow navigation across the 99 m drop between the two lakes.) Negotiations between Canada and the United States had been ongoing since the end of the 19th century regarding the improvement of the St. Lawrence River waterway, but the project was repeatedly delayed. Finally, in 1954, construction of the waterway and hydroelectric dam began, and the Saint Lawrence Seaway was completed in 1959.
