They are scattered in Omi, Hitachi, and other areas. The former is said to have originated with Emperor Suinin. The Otsuki clan, whose surname was Sukune, has been in charge of government affairs since the Heian period, and has taken on the role of historical official, and was called the "Deike" family after the family name.
