A social worker and also known as a prison scholar. Born in Ueda, Nagano Prefecture. He studied at Tokyo Senmon Gakko (the predecessor of Waseda University) and the law department of Tokyo Imperial University, and after graduating, he studied abroad in Germany. In 1886 (Meiji 19), he joined the Police Bureau as a member of the Ministry of the Interior, and served as a prison warden in various regions, a prison administrative officer in the Ministry of Justice, and head of the Prison Bureau administrative division. During that time, he lectured prison studies at Tokyo Imperial University and established a theoretical framework for prison studies. He also worked hard to establish the Prison Law in 1908 (Meiji 41), and served as a prison affairs adviser to the Qing Dynasty government for two years from that year. In 1913 (Taisho 2), he established the Social Work Association in Osaka Prefecture, and participated in the establishment of the National Reformatory, becoming its director when it was established in 1917. In 1918, he established the Area Commissioners in Osaka Prefecture, which became the forerunner of the current Welfare Commissioner system. He also represented Japan in the International Prison Conference several times. His books include "Prison Studies," "Lectures on Prison Law," "On Flogging," and "Ten Commandments for Relief." 社会事業家。監獄学者としても知られる。長野県上田生まれ。東京専門学校(早稲田(わせだ)大学の前身)、東京帝国大学法科に学び、卒業後ドイツに留学した。1886年(明治19)内務省属として警保局に入り、各地の典獄を務め、司法省監獄事務官、監獄局事務課長を歴任した。その間、東京帝国大学に監獄学を講じ、監獄学の理論体系を構築した。また、1908年(明治41)の監獄法制定に尽力し、同年より2年間、清(しん)国政府獄務顧問。1913年(大正2)大阪府に社会事業協会をおこし、かたわら国立感化院設立に参与、1917年の創設に際してはその所長。1918年、大阪府に方面委員を創設し、現在の民生委員制度の先駆けとなった。また、日本を代表して数度にわたり万国監獄会議に参加した。著書に『監獄学』『監獄法講義』『笞刑(ちけい)論』『救恤十訓(きゅうじゅつじっくん)』などがある。 [須々木主一] 出典 小学館 日本大百科全書(ニッポニカ)日本大百科全書(ニッポニカ)について 情報 | 凡例 |
