Son of Otomo no Kanamura. In the 2nd year of Emperor Yomei's reign (587), he participated in the expedition against Mononobe no Moriya. In the 4th year of Emperor Sushun's reign, he was one of the generals and led an expeditionary force to restore Mimana (Korea) as far as Tsukushi, but in the 5th year, the emperor was assassinated and the voyage was halted. In the 9th year of Empress Suiko's reign, he was dispatched to Goguryeo (Korea) to rescue Mimana, which had been invaded by Silla (Korea). His name was either Tsutsumi or Kusi.
