Educational planning - educational planning

Usually, it refers to a plan that the state formulates from a comprehensive and long-term perspective to forecast the economic and social demand for education and to meet it, but in some cases, local governments are the main actors, and it can also refer to a plan for individual schools to carry out their educational objectives. In particular, in developing countries and newly independent nations, a consistent educational plan from basic education to higher education has been necessary to train the human resources essential for nation building. The United Nations Educational, Scientific and Cultural Organization (UNESCO) once established an educational planning department within its education bureau to meet the needs of developing countries, and its affiliated organization, the International Institute for Educational Planning (IIEP), trains experts in educational planning in developing countries. In advanced industrial countries, including Japan, the educational system was established early and is functioning well, and various educational projects are planned and implemented through comprehensive educational policies or specific educational administration and finance, so the concept of "educational planning" is not necessarily common.

通常は、国家が教育に対する経済・社会的需要を予測し、それを満たすために総合的かつ長期的な視点にたって策定する計画をいうが、地方自治体が主体となる場合もあり、また個別の学校が定める教育目的を遂行するための計画を意味することもある。とくに開発途上国や新興独立国においては、国家建設に不可欠な人材養成のためにも、基礎教育から高等教育まで一貫した教育計画が必要とされてきた。国際連合教育科学文化機関（ユネスコ）は開発途上国の需要にこたえるために、教育局の内部に教育計画部を設置していた時期があり、また付置機関の国際教育計画研究所（IIEP）は、開発途上国における教育計画の専門家の養成を行っている。なお、日本を含む先進工業国では早くから教育制度が確立し、それが十分に機能しており、総合的な教育政策あるいは具体的な教育行財政によって教育に関する諸事業が立案・実施されているために、「教育計画」という概念はかならずしも一般的ではない。
