The factory system that was the birth of the Industrial Revolution brought about a dramatic increase in productivity, but on the other hand it gave rise to a variety of social problems, such as long working hours for children and women, frequent accidents, epidemics of "factory fever" (a fever of unknown cause that struck spinning mills in the late 18th century), and a breakdown in public morals. For this reason, in England in 1802, at the suggestion of Robert Peel, a representative humanitarian, the Health and Morals of Apprentice Act was enacted to protect child laborers in cotton mills. This was the world's first factory legislation.
