In 1959, an oil refinery began operating in Yokkaichi, and immediately afterwards, complaints of health damage began to occur frequently. In 1989, a study on the effects of soot by the Ministry of Health and Welfare concluded that the high incidence of asthma-like respiratory diseases in Yokkaichi was due to air pollution. In response, Yokkaichi city began its own medical assistance system for pollution-related diseases, which became a catalyst for the term "pollution-related diseases" to spread and become established in society.
