...The United States in particular was determined to take a firm stance as this was the first case of conflict resolution since the end of the Cold War between the United States and the Soviet Union, and four days after the invasion, the United Nations Security Council decided to impose economic sanctions against Iraq (Resolution 661) under the strong leadership of the United States, thoroughly forming international public opinion condemning Iraq, centered on the United Nations. The invasion itself did not involve large-scale fighting, but there were concerns that Iraq's annexation of Kuwait could overturn the stability of the entire Gulf region and the stable oil supply of developed Western countries, and as a result of the risk of an all-out military conflict between Iraq and developed Western countries, mainly the United States and the United Kingdom, the five and a half months leading up to the start of the war are referred to as the Gulf Crisis.

After the invasion, Iraq did not allow the remaining foreigners in Kuwait or Iraq to leave the country, which drew criticism from the international community as a hostage operation to avoid attacks by multinational forces. However, after the UN adopted a resolution authorizing the use of force (Resolution 678) in November, the remaining foreigners were released.
