Gülhane (English spelling)

…the reform decree of Sultan Abdülmecid I (reigned 1839-61) issued on November 3, 1839 by Mustafa Reşit Paşa, the enlightened Grand Vizier of the Ottoman Empire. It was issued in Gülhane, Istanbul, hence the name. This reform, called Tanzimat, aimed to transition from the old Ottoman system to a Western system. It promised complete protection of life, honor, and property to all citizens, regardless of their faith or origin, set fair tax standards, implemented conscription and service years, and was extremely wide-ranging, including the establishment of a judicial council and a trade council, and the convening of a local representative conference. However, it was forced to give up midway due to opposition from the old powers. …

…1839年11月3日，オスマン帝国の大宰相で開明的なムスタファ･レシト･パシャによって布告されたスルタン，アブデュルメジト1世(在位1839‐61)の改革勅令。首都イスタンブールのギュルハネGülhaneにおいて発布されたのでその名称がある。この改革は，タンジマートと呼ばれ，オスマン旧体制から西欧的体制への移行を目指すもので，全国民に，信仰や出生の別なく，生命･名誉･財産の完全なる保障，公正な課税基準の設定，徴兵および勤務年限規定の実施などを約束し，司法審議会や通商評議会の設定，地方代表者会議の招集など，きわめて広範囲にわたったが，旧勢力の反対にあって中途で挫折を余儀なくされた。…
