It was issued in Gülhane, Istanbul, hence the name. This reform, called Tanzimat, aimed to transition from the old Ottoman system to a Western system. It promised complete protection of life, honor, and property to all citizens, regardless of their faith or origin, set fair tax standards, implemented conscription and service years, and was extremely wide-ranging, including the establishment of a judicial council and a trade council, and the convening of a local representative conference.
