His fourth daughter, Setsuko, became the wife of Emperor Taisho. During the political situation at the end of the Edo period, like her father, Naotada, he was considered to be pro-Shogunate, and when the Imperial Restoration Order was issued in 1867, he was relieved of his duties as an official in charge of state affairs and was suspended from visiting the Imperial Court. He was pardoned in January 1868, and during the Boshin War, he fought in various parts of the Tohoku region as the Governor-General of Oshu and Uzen. In June 1871, he was appointed as a steward of the Muska-ma room in the Imperial Palace, where he would answer questions from the Emperor. In 1882, he became a duke. In December of the same year, he submitted a letter of opinion to the director, Date Munenari, with the aim of turning the Peerage Hall into a social club, but this led to an internal dispute over the management of the hall, dividing the peerage world in two, excluding the new aristocracy.
