Lord of Odawara Domain in Sagami during the late Edo period. 113,000 koku. Shogunate elder councilor. Commonly known as Kaga no Kami. After serving as a soshaban, temple and shrine magistrate, Osaka Castle governor, and Kyoto Shoshidai, he became elder councilor in 1818, a position he held until his death. During the first half of his tenure, Doi Toshiatsu and Mizuno Tadanari led the Shogunate government, but after he became Katsutekake in March 1834, he took the lead. He was on friendly terms with Tokugawa Nariaki in Mito, and their correspondence covers the restoration of the Imperial Mausoleum, the Sengoku Uprising, measures to combat the Tenpo famine, and the development of Ezo. Aizawa Masashisai of the Mito Domain commented on Tadamasa, saying, "He was not a man of outstanding intelligence, but he had a steady nature, and even though he was in the cabinet of Mizuno Dewa no Kami at the height of his power, he was always sincerely concerned about the country," and "People like Mamiya Rinzo were also brought to his attention by him."

江戸後期の相模小田原藩主。11万3000石。幕府老中。通称加賀守。奏者番,寺社奉行,大坂城代,京都所司代を経て文政1(1818)年老中となり,死ぬまでその職にあった。その在職中前半は土井利厚,水野忠成が幕政を主導しており,天保5(1834)年3月勝手掛となって以後主導権を握った。水戸の徳川斉昭と懇意にし,その間の往復書簡には御陵修復,仙石騒動,天保の飢饉対策,蝦夷地開発などが述べられている。水戸藩の会沢正志斎は忠真を評して「才智の勝れたりと云ふ方ではないが,着実な性質で,水野出羽守全盛の内閣に居ながら常に真心から国家の事を心配して居った」「間宮林蔵などと云ふ人も此人に引き立てられた」と述べている。
