The world in which this sovereignty has not yet been established is defined as Dar al-Harb (a world of war), in which jihad is necessary until Islamic sovereignty is established. Jihad is also necessary when Dar al-Islam is threatened by infidels.

According to Islamic law, the world is divided into two parts: Dar al-Islam, which is governed by Islamic law, and dār al-ḥarb (house of war), which is governed by the law of pagans, and the purpose of jihad is to conquer the latter and turn it into the former. The inhabitants of Dar al-Islam are limited to Muslims and dhimmis who have accepted Islamic rule, and there is no room for polytheists. …
