The Engi and Tenryaku Periods
This title was an idealized version of the reigns of Emperor Daigo (reigned 897-930) and Emperor Murakami (reigned 946-967) in the mid-Heian period, and was named after the most representative era of their reigns. It was probably modeled after the "Teikan Reign" of Emperor Taizong of the Tang Dynasty and the "Kaiyuan Reign" of Emperor Xuanzong. It is said to have been a holy era in which proper government in accordance with Confucian political ideals was carried out under the direct rule of the Emperor, and cultural fortunes flourished. The "Engi Reign" followed the reign of Emperor Uda, known as the "Kanpei Reign," and included local government policies such as the consolidation of manors, the compilation of the Engi Code and ceremonies, the national history ("Nihon Sandai Jitsuroku"), and the re-coining of coins (Engi Tsūhō), all of which were intended to demonstrate the continued existence of the Ritsuryo government, which was essentially falling apart. Although these efforts were acknowledged, there were limitations to their achievements.

平安中期の醍醐天皇(在位897‐930),村上天皇(在位946‐967)の治世を後世に理想化したたえたもので,ともに治世の代表的年号を冠した呼称。唐の太宗の〈貞観の治〉,玄宗の〈開元の治〉などにならったものであろう。天皇親政下に儒教的政治理念にかなった正しい政治が行われ,文運隆盛の聖代であったとされる。〈延喜の治〉は,〈寛平の治〉と称される宇多天皇の治世をうけ,荘園整理など地方行政への施策や,延喜格式・儀式や国史(《日本三代実録》)の編修,銭貨改鋳(延喜通宝)など実質的には解体しつつある律令政府の健在を誇示する事業が行われ,努力は認められるが,その実績には限界があった。
