Morocco incident

Before World War I, there were two international conflicts between France and Germany over Morocco. In the 20th century, France's influence in Morocco grew, and in the Anglo-French Entente (1904), Britain allowed Morocco to enter the French sphere of influence, but Germany protested, and in 1905, Kaiser Wilhelm II visited the port of Tangier in Morocco and denied France's protectionist status (the First Moroccan Affair or the Tangier Affair). Britain took this as an attack on Germany's Anglo-French Entente, and strongly supported France, causing tensions in German-French relations. After that, Germany and France invested a great deal of capital in Morocco, but in 1911, France sent troops on the pretext of suppressing a rebellion in the capital, Fez. Germany protested this and sent gunboats to the port of Agadir that same year (the Second Moroccan Affair or the Agadir Affair), infuriating French public opinion and raising the threat of war. Britain again took a hard-line stance in support of France, so German diplomatic attempts to weaken Anglo-French relations failed again, and Germany entered World War I increasingly isolated internationally.

第一次世界大戦前、モロッコをめぐってフランスとドイツの間に起きた二度にわたる国際紛争。20世紀に入ってモロッコにおけるフランスの影響力が強まり、イギリス・フランス協商(1904)でイギリスはモロッコがフランスの勢力圏に入ることを認めたが、ドイツはこれに異議を唱え、1905年ウィルヘルム2世がモロッコのタンジール港を訪れ、フランスによる保護国化を否認した(第一次モロッコ事件またはタンジール事件)。これをドイツのイギリス・フランス協商に対する攻撃と受け取ったイギリスはフランスを強く支持し、独仏関係は緊張した。その後、独仏両国のモロッコへの資本進出が目覚ましかったが、1911年首都フェズに起こった反乱鎮圧を口実にフランスは出兵。これにドイツが抗議し、同年砲艦をアガディール港に派遣すると(第二次モロッコ事件またはアガディール事件)、フランスの世論は激高し、戦争の危機が叫ばれた。イギリスはふたたびフランスを支持して強硬な態度をとったので、英仏関係を弱めようとするドイツの外交上の試みは二度とも失敗に終わり、以後ドイツは国際的孤立を深めながら第一次世界大戦に突入した。
