In the Edo period, the headmen and representatives of 44 fishing villages in Musashi, Sagami, Kazusa, and Shimousa facing Edo Bay met every spring in Kanagawaura to maintain order in fishing operations in the bay. In June 1816 (Bunka 13), an agreement was reached on the issue of annual attendance by the Ona Shichigaura year guards, limiting the use of fishing equipment to 38 types in the bay, excluding small fishing equipment (small miscellaneous fishing gear) that had been customarily permitted since ancient times, and prohibiting the use of new fishing equipment, as well as censure and punishment of those who violated the rules. Fishing in Edo Bay, which refers to the area north of Kannonzaki and Futtsuzaki, had traditionally been carried out by 84 ura, which had free membership in the bay, and 18 coastal villages, which were only allowed to engage in fertilizer fishing in the shallow waters off the coast (harvesting seaweed for fertilizer), but the latter's intrusion into offshore fishing grounds caused frequent fishing ground disputes between the urakata and the urakata.

江戸時代,江戸湾に臨む武蔵,相模,上総,下総の漁村四十四ヶ浦の名主・総代が毎年春,内湾の操業秩序維持を図るため神奈川浦で開いた会合。1816年(文化13)6月,御菜七ヶ浦年番による毎年1回の参会,旧来から慣習的に認められていた小職(こしよく)(小さい雑漁具類)を除く内湾使用漁具三十八職制の限定と新漁具の停止,浦方違反者の糾弾と処分,を議定した協定を初めとする。観音崎と富津崎以北を指す江戸内湾の漁業は,従来から湾内を自由な入会漁場とする八十四ヶ浦と,地先浅海の肥取漁(肥料採取のための採藻漁獲)のみを許された18の磯付村々とで行われてきたが,後者の沖漁場への侵漁で,浦方との間に漁場紛争が多発した。
