…the direct democratic mass movement that developed around the Arbeiter‐und‐Soldatenräte (workers' and soldiers' councils) that were formed in various parts of Germany during the revolution after World War I. It aimed to realize the will of the masses in politics, such as realizing peace and overthrowing the old system, and to democratize the authoritarian relationships that had existed since the Second Empire in local administration, factories, the military, etc.
