He was the heir to the Choshu (Hagi) Domain during the Meiji Restoration. His given names were Sadahiro, Hirofusa, and Motonori. He was commonly known as Kijo and Nagato no Kami. He was born as the 10th son of Mori Hiroshige, the lord of the branch Tokuyama Domain, and in 1854 became the heir to the main domain and changed his name to Sadahiro. In 1862, he was active in Kyoto in accordance with the domain's Sonno Joi policy, and in 1863, he bombarded a foreign ship in Shimonoseki. In 1864, while traveling to Kyoto, he heard news of the domain's defeat in the Kinmon Incident. In 1867, he met with Shimazu Tadayoshi in an effort to overthrow the shogunate, and after the restoration of imperial rule, he was appointed as a councilor. In 1869, he inherited the family headship, and became the governor of Yamaguchi Domain after the return of the domain's land and people to the Emperor. He later became the president and director of the 15th National Bank, and a member of the House of Peers. His posthumous name was Tadaai.

明治維新期の長州(萩)藩の世子。名は定広,広封,元徳。通称は,驥尉,長門守。支藩徳山藩主毛利広鎮の10男として生まれ,安政1(1854)年本藩の世子となり,定広と改名。文久2(1862)年尊攘の藩是によって京都で活動し,同3年下関の外国艦を砲撃した。元治1(1864)年上京中,禁門の変での藩の敗報を聞いた。慶応3(1867)年討幕のために島津忠義と会見,王政復古後,議定に任じた。明治2(1869)年家督を相続,版籍奉還により,山口藩知事となる。のち第十五国立銀行の頭取,取締役,また貴族院議員になる。諡は忠愛。
