…Depending on which of these goals is emphasized, workers' educational associations can be broadly divided into a kind of social organization with a strong non-political color, and an openly active organization of a non-public revolutionary association. The former can be said to have the same characteristics as the citizen's associations (Verein, clubs) that were widespread in the 19th century, but the majority had a political character in some sense, and when the 1848 Revolution gave freedom of assembly and association, many of them changed their name to workers' associations Arbeiterverein and put forward political and social demands. Also, under politically repressive regimes such as the early March period before the 1848 Revolution and the German Federal States after the Revolution, political associations sometimes survived under the cover of workers' educational associations. …
