During the Kamakura period, this was a position created to govern Tsugaru or the Ainu people of Hokkaido. It was first seen in historical documents in the time of Hojo Yoshitoki, when a man named Ando Goro from Tsugaru was appointed as a deputy governor of the Hojo clan to "Toi no Katame" and "Ezogashima no Oshihe" as one of the three major government affairs (samurai decisions) of the Kamakura shogunate, the right to punish the Eastern barbarians. The Tsugaru region had been the territory of the Hojo clan since the early Kamakura period, and the Ando (Fuji) clan had been vassals of the Hojo clan, who had been the land stewards of the Hojo clan's territories in this region for generations. Therefore, it is believed that the official members of the Ezo Kanrei were the Hojo clan, and the deputies were the Ando clan. The term "Esono Satā" (Ezo decisions) that appears in the letter of succession from Ando Muneshige dated September 11, 1325 (Shochu 2) is likely the same as Ezo Kanrei.

鎌倉時代に津軽あるいは北海道の蝦夷(アイヌ)支配のために置かれた職名。鎌倉幕府の三大政務(武家の沙汰(さた))の一つ、東夷(とうい)成敗権を現実に執行するものとして、北条義時(よしとき)のとき「東夷ノ堅(かた)メ」「夷嶋(えぞがしま)ノ押ヘ」に津軽の安藤太(五郎)なる者が北条氏の代官として任じられたのが史料上の初見。津軽地方は鎌倉初期から北条氏の所領で、安東(藤)氏は代々この地方の北条氏所領の地頭代となっていた北条氏被官であったところから、蝦夷管領の正員は北条氏、その代官が安東氏であったとみられる。正中(しょうちゅう)2年(1325)9月11日の安藤宗季(むねすえ)譲状(ゆずりじょう)にみえる「ゑそのさた」(蝦夷の沙汰)というのも、蝦夷管領と同じものであろう。
