Chinese politician. Born in Hunan Province. Joined the China Tongminghui while studying at Tokyo Higher Normal School in Japan. After returning to China, participated in the Xinhai Revolution. Helped found the Communist Party of China in 1921. Became head of the Peasant Department of the Guangdong government in 1925. Joined the Northern Expedition in 1926 and participated in the August 1st Nanchang Uprising in 1927. In 1928, went to what was then the Soviet Union and studied at Sun Yat-sen University. Returned to China in 1931. Engaged in the Latinization movement. Joined the Long March, and served as head of the Shaan-Ganning Border District government during the Second Sino-Japanese War. After the founding of the People's Republic of China, he served as a member of the Communist Party's Politburo and vice chairman of the Standing Committee of the People's Congress.
