UNDP is a specialized agency of the United Nations (UN) established in January 1966 by integrating the UN Expanded Technical Assistance Programme and the UN Special Fund. It reports directly to the Economic and Social Council (ECOSOC). UN member states automatically become UNDP member states. The highest decision-making body is the Executive Board, which consists of 36 member states (elected every three years). It is headquartered in New York and has resident offices in 132 developing countries. Its total funding is $4.722 billion and it employs just over 5,000 people (as of 2006). Its basic philosophy is "sustainable human development," and it focuses on six areas: achieving democratic governance, alleviating poverty, preventing conflict and post-conflict reconstruction, preserving the environment and developing sustainable energy, developing information and communication technology, and eradicating AIDS. It has published the Human Development Report since 1990 and publicizes the Human Development Index. The agencies to which UNDP has been entrusted by the UN General Assembly to manage and operate include the United Nations Capital Development Fund (UNCDF), the United Nations Development Fund for Women (UNIFEM), and the United Nations Volunteers (UNV).

国連拡大技術援助計画と国連特別基金を統合し、1966年1月に設立された国連(UN)の専門機関。経済社会理事会(ECOSOC)に直属。国連の加盟国が自動的にUNDPの加盟国となる。最高意思決定機関は執行理事会で、理事国数は36カ国(3年ごとに改選)。本部はニューヨークで、発展途上国の132カ国に常駐事務所をもつ。総資金額は47億2200万ドルで、職員数は5000人強(2006年度)。「持続可能な人間発展」を基本理念に掲げ、民主的統治の実現、貧困の緩和、紛争の予防と紛争後の復興、環境の保全と持続可能なエネルギーの開発、情報通信技術の開発、及びエイズの撲滅、の6分野を重点項目としている。1990年以降『人間発展報告書』を刊行し、人間発展指数などを公表している。UNDPが国連総会から管理・運営を委任されている機関として、国連資本開発基金(UNCDF : United Nations Capital Development Fund)、国連婦人開発基金(UNIFEM : United Nations Development Fund for Women )、国連ボランティア(UNV : United Nations Volunteers )がある。
