A lawyer of the Nara period. Formerly a Shotoman from Oyamato, son of Gohyakutoku. From a young age, he enjoyed the study of criminal law, and in 716 (Reiki 2) he traveled to China for financial assistance, where he resolved legal questions and is said to have referred anyone who had questions about the laws of the time to Nagaoka. He participated in the work of revising the Yoro Code, and was bestowed four cho of rice fields. In 737 (Tenpyo 9), he was promoted to the rank of Jugoi (Junior Fifth Rank), and later to Shoshii (Senior Fourth Rank). In 738, he was appointed as Shoyu (Junior Assistant Minister of Justice). He subsequently held the positions of Settsu no ryo, Sango no kami, Shibi no daichu, Tamibu no daifu, Kawachi no kami, and was also appointed as a doctor of legal law. It is said that during his time as Kawachi no kami, there was a lack of political mercy and the people were dissatisfied.

奈良時代の法律家。もと大倭小東人。五百足の子。若くして刑名の学を好み,716年(霊亀2)入唐請益し,法律上の疑問点を解決し,当時法令をいうものは皆長岡にただしたという。養老律令の修定事業に加わり,田4町を下賜された。737年(天平9)外従五位下に叙され,後に正四位下にまで昇叙されている。738年に刑部少輔に任官。その後摂津亮,参河守,紫微大忠,民部大輔,河内守等を歴任し,明法博士にも任官している。河内守時代には政仁恵なく,吏民うれえたとある。
