It is the difference between the ground radiation emitted by the earth's surface into the sky according to its temperature, minus the back radiation from the atmosphere to the ground. The latter is about 1/2 to 1/4 of the former radiation. The maximum energy of ground radiation is around a wavelength of 10 μm.
