Founded by CJ Panecook in November 1789 during the French Revolution, this newspaper served as the official gazette until the Third Empire. Its name at the time of its founding was "Gazette National - Le Monitour Universelle," but in 1811 it was shortened to just the second half, Le Monitour (The Watchman). It was the de facto official government gazette until Napoleon III founded the "Journal officiel de l'Empire français (Official Gazette)" on January 1, 1869.
