One of the early modern Irodaka. It was set as the village tax based on the estimated yield of fishing and seaweed harvesting that villages attached to the sea or rivers would make in the sea and rivers. It is also called Umikoku or Kaijokoku. It was established after Tokugawa Ieyasu entered the Kanto region, and was a burden agreed upon when early modern fishing villages were established, which required the establishment of fishing rights. In the mid-Edo period, it was replaced by Yakuei and Unjo, and the practice of connecting seas and rivers to the tax was discontinued. The tax was sometimes recorded in the land survey book and paid, like the Hondaka of fields and other land, and sometimes paid separately from the village tax. 近世の色高(いろだか)の一つ。海付・川付の村が海川で行う漁労・採藻の収穫高を見積もって村高として定めたもので,海石(うみこく)・海上石(かいじょうこく)ともいう。徳川家康の関東入部以後に設定され,漁業権の確立を必要とした近世漁村の成立のなかで取り決められた負担であり,江戸時代中期には役永(やくえい)・運上(うんじょう)に代えられて,海川を高に結ぶことが停止された。貢租は田畑などの本高(ほんだか)と同様に検地帳に記載されて納入される場合と,村高と別にして納入される場合があった。
