1910‐89 Syrian politician and political thinker. Born in Damascus, he was an Eastern Orthodox Christian. He studied in Paris in the 1930s. In the 1940s, he co-founded the Ba'ath Party with Salah al-Din al-Bitar Ṣalāḥ al-Din al-Biṭār (1912-80) and served as its secretary-general from 1947 to 1965. In 1949, he became Minister of Education. After the Ba'ath Party took power in 1963, he led the civilian and moderate faction within the party. In 1966, he was expelled from the party by the radical military faction and went into exile in Lebanon, Brazil, and other countries, but in 1969 he was invited to Iraq and became secretary-general of the Ba'ath Party's national leadership based in Baghdad.
