Buddhist books from the Heian period Volume 1. It states that in the Latter Days of the Law, even monks and nuns who break the precepts or have no precepts are treasures that should be protected. The ideas in this book have had a great impact on the Buddhist world. It is said to have been written by Saicho, but there are ideological contradictions with Saicho's other works, and it is likely a forgery from the mid-Heian period.
