In 1095, during the time of the retired Emperor Shirakawa's cloistered government, the Inshi-in Palace was established to guard the cloistered government on the north side. The number of members was not fixed. Those of rank 4th to 6th were appointed, and they served directly under the retired emperor and became a military force supporting the cloistered government. This establishment marked the beginning of the advancement of samurai into the central government.
