On November 1, 1936, Italian dictator Mussolini gave a speech in Milan in which he said, "The perpendicular line between Rome and Berlin is not a barrier but an axis," and from that time on the term Berlin-Rome axis came to be widely used to refer to the alliance between the two fascist nations, Germany and Italy. Even after the rise of the Nazi regime, Germany and Italy were still at odds over the guarantee of Austria's independence.
