An ancient village in Omi Province, later became a manor of Todaiji Temple in Nara. It corresponds to the area around Sone Numa in Hikone City, Shiga Prefecture today. The Todaiji Omi Province Development Map (Shosoin Treasure House) from 751 shows that "Haru Village" is 70 cho, but prior to this, it was developed by public force using Omi Province's regular taxes by order of the Daijokan and donated to Todaiji Temple. In 950, Haru Manor in Inukami County appears to have been 112 cho and 7 tan, indicating the progress of development. The manor spans Inukami County and Aichi County, but the 11 cho or so Heiryu Manor of Yamato Gufukuji Temple, which appears in 1070, is located southeast of Todaiji Temple's territory. 近江国にあった古代の村,のち奈良東大寺領の荘園となる。現在の滋賀県彦根市の曾根沼の一帯にあたる。751年の東大寺近江国開田図(正倉院蔵)に〈覇流村〉70町とあり,これ以前に太政官(だいじょうかん)の命により近江国の正税(しょうぜい)を用いて公力によって開発され,東大寺に施入された。950年には犬上郡覇流庄田112町7反余とみえ,開発の進展がうかがえる。当荘は犬上郡と愛知(えち)郡にわたっているが,1070年にみえる大和弘福(ぐふく)寺領の平流荘11町余は東大寺領の南東に位置する。
