Japan's administrative court system was established at the same time as the Meiji Constitution, modeled on the systems of Prussia and Austria. Article 61 of the old constitution stipulated that "lawsuits in which rights have been violated as a result of illegal actions by administrative authorities that should be brought before administrative courts as otherwise provided for by law shall not be entertained by judicial courts," and administrative courts were established by laws such as the Administrative Court Law promulgated in 1890 and the Case of Administrative Courts for Illegal Actions by Administrative Agencies promulgated in the same year. Japan's administrative court system was extremely incomplete as a system for the relief of rights.
