British intellectual. His Korean name was Bae Seol. In 1904, he traveled to Korea as a correspondent for the London Daily News, and in July of the same year, together with Yang Ki-duk and others, he founded the Korean Daily News in Seoul, where he became its president. The Government-General of Korea used its extraterritoriality as a British citizen to suppress the paper, which advocated anti-Japanese sentiment, and engaged in diplomatic maneuvers with the British government to expel him from the country. As a result, he was tried twice in consular courts by the British Consul-General in Seoul, in October 1907 and June 1908, and was sentenced to three weeks in prison in Shanghai in June 1908.

イギリスの言論人。朝鮮名は裴説。1904年《ロンドン･デーリー･ニューズ》紙の特派員として朝鮮に渡り，同年7月梁起鐸らとともにソウルで《大韓毎日申報》を創刊し，その社長となった。韓国統監府は，イギリス人としての治外法権を利用して排日論を唱導する同紙を抑圧するため，イギリス政府に外交工作を行い，彼の国外追放を図った。このため07年10月と08年6月の2回にわたってソウル駐在イギリス総領事の領事裁判に付され，08年6月の判決により上海で3週間の禁錮刑に服した。
