Bunsei Reform - Bunseikaikaku
Reforms were implemented in the Kanto region from 1827 (Bunsei 10) to 1829 to strengthen control over rural areas. In the Bunka and Bunsei periods (1804-30) of the first half of the 19th century, small farming in the Kanto region was broken up and wealthy farmers who served as loan sharks developed, while many farmers lost their land and fell into poverty, becoming homeless or wandering about. The Kanto Torishitsuyaku was established in 1805 with the mission of controlling this class of vagrants, and the Bunsei Reforms were carried out to thoroughly enforce this control.

1827年(文政10)から29年にかけて,関東の農村を対象として実施された支配強化のための改革。19世紀前半の文化・文政期(1804‐30)の関東の農村は小農経営が解体し,高利貸資本としての豪農経営が展開する一方,土地を失い没落する農民が多数発生し,彼らが無宿人や渡世人として横行するようになった。このような遊民層の取締りを任務として設置されたのが1805年の関東取締出役であり,さらに,この取締り支配の方向を徹底させるために行われたのが文政改革である。
