In the 1932 US presidential election, the Democratic candidate F.D. Roosevelt used Columbia University professors Raymond Moley and Rexford G. Tugwell as policy advisors. This term was used by newspapers at the time to describe this. After Roosevelt became president, this brain trust assisted in the planning and implementation of the New Deal.
