A declaration issued by Mexican Foreign Minister G. Estrada on September 30, 1930. It asserted that recognition of foreign governments should be automatic, regardless of the circumstances of their origin. Earlier in 1907, Ecuador's Foreign Minister C. Tovar announced the Tovar Doctrine, which stated that in order to foster parliamentary democracy in the Western Hemisphere, governments that came into being as a result of revolution should not be recognized until they had restored a constitutional system. メキシコの外相G.エストラーダが1930年9月30日に発した宣言。外国政府に対する承認は,その誕生の経緯にかかわりなく自動的になされるべきことを主張した。これよりさき1907年,エクアドルの外相C.トバールは,西半球の議会制民主主義を育てるために,革命によって生じた政府は立憲体制に復帰するまで承認すべきでないとする,いわゆるトバール・ドクトリンを発表し,アメリカはこれにならって1910年に始まるメキシコ革命の際に,15年まで不承認政策を続けた。
