A declaration issued by Mexican Foreign Minister G. Estrada on September 30, 1930. It asserted that recognition of foreign governments should be automatic, regardless of the circumstances of their origin. Earlier in 1907, Ecuador's Foreign Minister C. Tovar announced the Tovar Doctrine, which stated that in order to foster parliamentary democracy in the Western Hemisphere, governments that came into being as a result of revolution should not be recognized until they had restored a constitutional system.
