...the activity of listening to a speech, talk, etc., writing it down in some way, and then rewriting it in ordinary characters. It is generally distinguished from ordinary "writing" in that it is a verbatim transcription of spoken language, and legal provisions state, among other things, that "the proceedings shall be transcribed by shorthand" (House of Representatives Rules, Article 201) and "they shall be transcribed by a court stenographer or other shorthand reporter" (Criminal Procedure Rules, Article 40). The shorthand method used as a means of shorthand is usually a "system of special artificial symbols (shorthand)" that allows all words to be written simply.
