Born: January 6, 1766, Asuncion Died: September 20, 1840. Asuncion. Paraguayan politician and dictator. Also known as El Supremo. Studied law, philosophy, and theology at the University of Cordoba in Argentina. Joined the Junta at the time of independence in 1811, was one of the diarchy in 1813, dictator for three years in 1814, and elected dictator for life in 1817. He worked to weaken the white ruling class and the church, abolished the Inquisition and tithes, and governed with insight, but was also a patriarchal autocratic ruler. Externally, he adopted a strict isolationist policy, banned foreign trade and the entry of foreigners, and worked to develop a self-sufficient domestic economy. He trained the Guarani peasants, who made up the majority of the population, and strengthened the military.
