A Tosa (Kochi) feudal lord in the late Edo period, a Meiji government bureaucrat and politician. Born in Kochi Castle town. He was mentored by Yoshida Toyo and was at the center of the Yoshida faction along with Goto Shojiro and Nonaka Sukeyasu, and was appointed as the Grand Inspector in 1859. He was forced into seclusion after Toyo's accident, but after Yamauchi Toyoshige (Toyonobu) returned home, he returned to the domain's leadership, serving as Grand Inspector and Punisher, and acting in line with Yodo's policy of uniting the Imperial Court and the Shogunate. In 1867 (Keio 3), he represented Goto and the domain in the successful movement to return power to the Emperor. In December of the same year, as an advisor to the new government, he advocated the need to formulate a basic platform, and in January of the following year (1868), he drafted the Five Articles of the Imperial Oath. He was responsible for investigating the formalities of parliamentary proceedings, and in 1869 (Meiji 2), he was appointed as a school official. In February of 1869, he was transferred to the Kochi domain office, where he worked hard to reform the domain's government and organize its finances as a junior councilor and deputy grand councilor. He entered the government in 1822, becoming Minister of Education and Minister of Justice, and resigned after the Seikanron Coup. In 1823, he was temporarily appointed as a First Class Councillor in the House of the Left. In the Coup of 1825, he served as a Councillor in the House of Councillors and acted as a buffer between the Satsuma-Choshu and Tosa factions within the government, but resigned. In 1828, he returned to his position as a Councillor in the House of the Left, and in 1829, he was promoted to Minister of Education and Councillor in the same year, a position he held until the implementation of the cabinet system in 1836. During this time, he also served as President of the House of Councillors. In 1835, he was made a Viscount. 幕末の土佐(高知)藩士,明治政府官僚,政治家。高知城下に生まれる。吉田東洋の薫陶を受け後藤象二郎,野中助継らと吉田派の中心におり安政6(1859)年大監察。東洋遭難後は逼塞したが,隠居山内容堂(豊信)の帰郷後,藩政指導部に復帰,大監察,仕置役を歴任,容堂の公武合体路線に沿って行動。慶応3(1867)年大政奉還運動では後藤と藩を代表して成功させた。同年12月維新政府の参与として基本綱領策定の必要性を提唱,翌4年1月に五箇条の御誓文を起草。議事体裁御取調御用,明治2(1869)年学校御用掛。3年2月高知藩庁に転じ,少参事,権大参事として藩政改革,財政整理に尽力。5年政府に出仕,文部大輔,司法大輔,征韓論政変後に辞職。7年左院1等議官に暫時任じた。8年政変で元老院議官,政府部内の薩長両派と土佐派の緩衝役を務めたが,下野。13年元老院議官に復帰,14年文部卿,同年参議に昇任して18年内閣制度施行まで勤めた。この間,参事院議長も兼任。17年子爵。18年宮中顧問官,21年から他界するまで枢密顧問官。<著作>「五箇条御誓文と政体書の由来に就いて」(国家学会編『明治憲政経済史論』)
