One-third virtue - buichitokusei
The Tokusei (the Tokugawa shogunate) was implemented by the Muromachi shogunate after 1454. It required debtors to pay a fraction of the amount of their debt, called buichisen, and allowed the debts to be annulled. It also required creditors to pay buichisen, and allowed the debts of those who had not paid buichisen to be annulled.
