The Tokusei (the Tokugawa shogunate) was implemented by the Muromachi shogunate after 1454. It required debtors to pay a fraction of the amount of their debt, called buichisen, and allowed the debts to be annulled. It also required creditors to pay buichisen, and allowed the debts of those who had not paid buichisen to be annulled. 室町幕府が享徳3 (1454) 年以後行なった徳政。債務者から債務額の何分の1かの分一銭 (ぶいちせん) を上納させ,債務の破棄を認め,また債権者から分一銭を納めさせて,分一銭未納の債務者に対して債務を認めた。
