1894‐1965 Administrator of the Dutch East Indies (now Indonesia). Born in Semarang in central Java, he joined the Dutch East Indies Administration in 1918 and became Director of the Economic Affairs Section in 1936. He was the de facto chief negotiator during the Second Japan-Dutch East Indies Trade War (1940-41), and rejected Japan's heavy-handed demands from the Allied side. He was appointed Lieutenant-Governor in 1941. After Japan occupied the Dutch East Indies, he became Minister of Colonies in the Dutch government in exile in London.
