The Casa de Contratación (Holy Roman Emperor), the Spanish colonial administrative body, was the supreme decision-making body for the Spanish colonies in the New World. It was established in 1524 by a decree of King Charles I (Holy Roman Emperor Charles V) and wielded great authority as the center of colonial governance, from legislation, administration, and judiciary to the appointment and dismissal of government officials, military operations, and protection of the Indians.
