High-powered money
It refers to the total amount of cash currency and deposits at the central bank. It is sometimes translated literally as "strong currency" or "high powered money," but these are not appropriate translations. If one were to translate it, it would be "central bank currency," which is more in line with its content. Also, since it is the basis for banks' credit creation, it is appropriate for Friedman to call it base money. In general, when we look at the process of currency circulation, deposit currency is supplied to customers through the creation of credit by banks, and some of it is withdrawn and circulated as cash currency.

現金通貨と中央銀行預け金との合計額をさす。直訳して〈強力通貨〉とか〈高権貨幣〉ということもあるが,適切な訳語ではない。しいて訳すならば,内容に即して中央銀行通貨である。また,それが銀行の信用創造の基礎となることから,フリードマンがこれを基礎通貨(ベース・マネーbase money)とよぶのは適切であろう。一般に通貨の流通の過程をみると,銀行の信用創造によって預金通貨が顧客に供給され,その一部が引き出されて現金通貨として流通する。
