現金通貨と中央銀行預け金との合計額をさす。直訳して〈強力通貨〉とか〈高権貨幣〉ということもあるが,適切な訳語ではない。しいて訳すならば,内容に即して中央銀行通貨である。また,それが銀行の信用創造の基礎となることから,フリードマンがこれを基礎通貨(ベース・マネーbase money)とよぶのは適切であろう。一般に通貨の流通の過程をみると,銀行の信用創造によって預金通貨が顧客に供給され,その一部が引き出されて現金通貨として流通する。
